Choose the audience, enter a title + message, then send.
Notes:

Group notifications use the Groups assigned
in
members.html. - Individuals can be one person or multiple.
- Only users with an FCM token saved (enabled notifications) will receive it.
Recommended: short and clear.
Where the user goes when they tap the notification.
Keep it encouraging and brief.
Tip: users must have installed the app and enabled notifications
to receive messages.
